Other than Tocoo, is there any company that allows you to rent ETC card through post? Asking for non-car rental company or aggregator like Tocoo.

hmm .. dont quite understand your question

I used Jalan.net and Rakuten.JP. Depending on the Car companies, some have the option to add ETC Card Rental at point of online booking.

Even when not offered at these sites, sometimes the Car Companies do rent ETC card on site. This happened to my recent Honshu trip, when I rented from NicoNico Rental car.
