Oh. I mean I ask her if I activate the ATM card. I don't quite understand this part too. Maybe she mean that we cannot go to counter to withdraw money for exchange to twd?? But she confirm that we can bring cash to exchange at counter but must remember to bring passport along
Oh. I called to taiwan dbsbank. Not Singapore dbsbank.
It's a bit confusing on
1) withdrawal at ATM at taiwan for twd,
2) withdrawal at taiwan through counter for twd,
3) take cash to exchange directly at taiwan DBS ( this part the CSO had confirm can be done without extra charges)
no extra charge but rate kns.
i withdrew 20k ntd and was charged approx $863. means rate is 23.17.

1 can be done upon activation locally in Singapore.
2, i doubt unlikely possible.
3 been there done that at least 3 times over the last few months.
Hope that answers your queries. Hasn't we all been pointing number 3 can be done all these while since 2012?
I jus found this helpful thread recently. so didn't quite understand at first. I guess option 3 can be my backup if by May I still didn't change enough. Thanks for all the good people here for the daily twd update
suggest withdrawal @ dbs taiwan atm done at emergencies, after office hrs.
reason being i think the rate is drastically lower... mine was at least 0.5 lower than prevailing rates...

Traditionally if SG(Local) changers is offering above 23.xx then Taoyuan Rates wont be so attractive. If SG side goes below 23 then Taoyuan would usually be slightly better..
But nothing beats DBS Taiwan if you have the time to go change. Just change abit locally and a bulk of it there.
Anyone knows what is the taipei xchange rate now? Or what's the website.
