Anyone that go out of immigration and change currency at the counter between arrival, your Sing dollar's cai shen ye portrait need to be spotless, otherwise the counter staff can on the spot reject the notes.

No idea if the same procedure is applied inside immigration.

Same for any currencies.
They have every right to reject if conditions are bad.
Usually u see USD got ppl write here n there, please reject at point of transaction, before kena rejected when changing money.
