I thought I would lose out after making 2 exchange. Surprisingly not. Maybe USD higher value than SGD. not sure after the elections though.

usually will lose out. but u're right. sgd$ really depreciates till kns.

If I use sg bank ATM card (e.g DBS) to withdraw at taiwan from e.g. bank of taiwan ATM, it will use DBS rate or bank of taiwan rate? any other fee?

yes, if u look at BoT (Bank of Taiwan) website, the rate is accurate.

BoT's website there are two rate, one is cash rate, another is Spot rate, which rate is used by the money changer at Taiwan airport ? Anyone knows? Seems Spot rate is much higher.
