Don't know what's the rate now but family member changed 21.55-21.6
I think even meet up also. Have to take tpt to meet up. As long as reasonable n better than current rate then how to know if the pax is changed at gd or bad rate
Gd rate also their luck ma. At least also Shld offer money changer n better rate else hard to sell to ppl too

Why does it matter the reasons for changing, or what rate they had bought their TWD at?

Logically, shouldn't market rates apply?
If the seller had bought TWD at 24.00 (for example) some time back, you expect him/her to sell at that rate today?
