My friend tried sogo once, and would say the one at city hall only accept major currencies like USD, EURO and Yen. They do not change SGD.

Ok, I read about how money exchange work. Please tell me if im wrong.

To Change SG->TWD
at Taiwan, we look at the Buy Column.
at SG, we look at the Sell Column.

Rates are generally better at Taiwan than SG when we change from SG->TWD (tt's why we change sg->twd at taoyuan)

Rates are generally better at SG than Taiwan when we change back from TWD->SG (tt's why we bring twd back to sg to change after the trip)

Am I right???

In SG, shows this:

-----------Sell------Buy
NTD------23—----23.2

it means for SGD1 the changer will give you NTD 23


or shows this:


——-----------Sell-------Buy
NTD100—---4.3478----4.31


it means you need SGD 4.3478 to buy NTD100 from the changer, or sell NTD 100 for SGD 4.31 to the changer.

As for your example, it can be right or wrong. Very much confusing. Anyway, if you change less than SGD 1k, difference of NTD0.5 is nothing much for you to worry about.
