Depends...sometimes SG is higher and vice versa but i can say it's always worth to change at Taiwan DBS..

Last Thursday I changed at DBS TW 23.85. On Friday I used CC to purchase something at SOGO and the rate was 23.41 which is much lower. Today DBS TW rate is 23.96 as per 4.25pm.
