Asked the lady at counter, she says no idea based on whose exchange rate, singapore dbs or tw de. And the final rates will be based on the last trading for the day.

I was always under the impression that withdrawing from overseas ATM is not attractive due to poorer exchange rate, and possibly additional fees. It's something I have not done ever. So far still found it ok to bring sufficient cash along...
Maybe I should find out more and update my knowledge

Withdrew from Taiwan bank ATM with DBS ATM card in March 2012 due to weekend and no banks open. The exchange rate was about 22.67, when Singapore money changers was giving 23 or more. S$5 charge for overseas ATM withdrawal.

Note that there are no standalone money changers in Taiwan due to currency controls and SGD is not among the accepted forex in departmental stores, only USD EUR JPY CNY.
