usually money exchange have only the bigger notes so you may be able to change 22K or 23K. If u have only 1K SGD cash with you, you can just tell them to change 1K SGD to TWD and they will give you the nearest whole sum and return you the balance in SGD.

In Taiwan, no issue usually since that's the home currency..only in sg, they will ask u to top up to a certain amt..

like what Gixxerfied mentioned, if you are talking about money exchange in Taiwan, then the 1K SGD will not have any problem changing to whatever amount is the rate that day since Taiwan money exchange will have even the coin to change to you, so you dont have to worry about not having small SGD notes or coin. If you are talking about Singapore money exchange, then it will be as what i mentioned earlier.
