No charges if change in banks around town in Taiwan.
This admin fees only airport has.

but it seems not all banks do changing...
coz 2 years back.. i tried to walk in to a random bank.. they said no they dont change SGD to TWD

For such a small amount, the fluctuation in exchange rate has minimal impact.

I guess not all banks accept SGD.
Similarly I tried to change Aus $ to NT$ at DBS Kaohsiung. They wouldn't accept.

For an amount S$2000, the difference between 22.7 and 23.1 is about NT$800, which is S$30+
Such a small difference shouldn't affect your travel plans ba.
