Subjective and situational.

Intuition is a way of referencing without formal proofs or empirical data. One can hypothesis, but if it stops there, it is a guess. Very human if you ask me.

Expert or Novice may refers to so many aspects, not just about making predictions, but also making decisions based on past experiences and domain knowledge.

How is this only limited to software engineering and doesn’t apply to all other jobs in the world?

One engineer decided the commit status as a measurement is just one little aspect of the entire experience, not an indicator for everything, just one little hint among all.

We can also measure by total time spent, the amount of bugs and issues, the timely delivery of the deliverables, and so forth. There are numerous metrics to choose from.

IMHO, between an expert and novice engineer is the coverage of one’s thought; the completeness, the consideration of various aspect of the problem, the maturity exhibited in the thought process, and so forth. Then comes the availability of techniques, methodologies and solution to the problem, etc.

Generally I don’t attribute the above to just engineering, it applies to how one handle one’s life.

Not limited to junior engineers only.
For juniors, more often among the less competent and inexperienced.

Part and parcel of life.

Just sharing my personal experience. Some bright guy at the top thought it would be good to have a system that integrate from order book to final product. It was to replace the island of systems. A well known consultant was brought in and working "expert" groups were setup. After a few months of flying and meetings, a system was clobbered together. When it went live, the system stalled. Why? Before that, the sales team throw orders to the supply folks and the supply folks will throw back and said, those not in the forecast, engineering issues, parts constraint etc. It was this constant haggling that the new system was trying to replace. Why would the consultant(expert on ERP) not able to spot this problem?

If the organisation has a poor synergy between departments, the consultant might not even interact with the important stakeholders

Consultant is supposed to be the expert to root out this "poor synergy" and come up with a better system and not do bandage. They collect the man-hour billing and go. If consultant just collate with stakeholders provide, then any tom, dick and harry can do.

Don’t over assumed the consultants responsibility. They are not empowered to resolve your political issues within any organisations, even their own.

Not so sure any tom, dick and harry can even have a system to start with. A consultant can sell a plan to the stakeholders, but the stakeholders must play ball.

A consultant is not a mediator, a consultant is to be consulted, not to babysit. If you visit the doctor, the doctor gave you advices, but you don’t want to follow for your own good, that is not the doctor’s fault.

Of course, what we don’t read here is, can we ascertain that the consultant did not give any advices that is to ensure the proper use of the system that will make the process work.

Consultant don’t charge, the company that the consultant come from charge. Which business is not money making entity?

If the company that got the software is used to make money from using it, why should they be not paying for it? Notice I didn’t say the amount because there is really no reasonable amount, only the amount that both parties can agree on.

I am pretty sure that didn't say what consultant is NOT during their sales pitch to top dogs. I didn't see any advices that they gave. Big meeting and all stakeholders were flown to the HQ. When the system stalled, it got ripped apart and human is a bridge to all its parts.

Were you there in all meetings held between the consultant and the stakeholders to ascertain that the consultant did not advise? I am not saying the consultant did, I am just asking if you can ascertain?

Don’t be mistaken on which side I am on. I am just a neutral outsider here.

Why should I side with one party or the other ? Am I affected if you think the consultant is highly priced ? Not like I'm getting any part of the consultant pay. Do I get affected if the consultant is not doing his/her job, I highly doubt so.

None of the conversation here says who and what I am, just a story I read over the Internet. You are thinking too much. :p We are just casually having a conversation here to waste some network bandwidth and occupy some HWZ Forum disk space. lolx

Not clear about your last sentence in your post above.
