Experts please help trouble shoot

When I button up my desktop, the CPU fan spins for 1sec and off, and this process just keep repeating without booting up the computer. There was once I let it keep trying, and it did manage to run, but without keyboard light (num lock) and no screen on monitor...
Have no idea which part (s) could be faulty. Any kind advise???

I just changed the cmos battery...
HDD is running if the system manage to get running

Could be MB or PSU got problem. Can only think of this 2.
If you have a friend with spare PSU change it and test.
