Using the following to power my external 3.5" HDD drives but suddenly my HDD was unable to detect. Connects the HDD directly to mobo with PSU connector and it detect fine. Connect the power adapter to a optical drive and it detect fine too.

External power supply 12V 1500mAh, 3.5" HDD uses 12V 450mAh and optical drive uses 12V 1500mAh.

Any idea where could goes wrong?

Most likely your adapter is dead. Looks like a cheap unbranded one, not surprised it died. No UL no. or safety mark logo, even manufacturer not stated.
