Basically most Core M/atom notebooks are fanless.

Its a low volatge processor i believe... So it doesnt heat up very fast or very minimal heat produced...

Yes. Core M are designed this way. Just like your iphone and ipads, all these are fanless as well.
Core M have very low base frequency from 0.8GHz and also strict throttling features. Once temperature reaches a certain point, the turboboost will not work.

Which model laptop is fanless

if the cpu is core m, atom or Celeron Nxxxx, they can be fanless.

In terms of performance:
core m> celeron > atom
