Shutdown my PC and 10s later can hear my HDD running and my fans running at full speed. Throughout the shutdown process till my fans run, my USB wired mouse lights will be on. Tried setting BIOS to factory default but it didn't help. Any other solutions y'all can think of?

How are you shutting down your system?

Update bios>Replace PSU (check if its connected to mobo properly)>Replace mobo

More likely is mobo issue, as signal to shutdown comes from mobo. Can be PSU too.
