Why the polling card so bad one? Don't have guided lines to help you tear.

Don't have serial number on voting card? Can make more voting cards.

Actually, they don't use the one that was issued to you by post -- the folks manning the counter give you the ballot paper to be used. That's what happened when I was at my polling centre.
