Earthquake certified buildings are sat on balls; which allow movement. They can roll on the balls w/o structural damage. Below 5 can only tickle them.
Theoretically, engineers are always right. In Japan, it tells a different story. But the wooden, old, more than 100 years temple survived. Concrete ones, mostly they tear it down after it was deformed, even if it really did survived.
