If I'm not mistaken, the idea is to extend as much of the IP addressing to the rest of the legacy network that is using SS7. SS7 has always been the legacy infrastructure in the telco industries all the way from your mobile devices via the 2G/3G/4G mobile lines. At some point there will be a gateway that translate between the IP world and the SS7 world. Previously there is something called WAP Gateway, now they are using something called GGSN. Not sure what is used for LTE/4G nowadays. Telco arena has always been a very niche market. Fortunately in my past works, I have the luxury of working with a few mobile industry players inside and outside of Singapore.

Flat IP would potentially be moving forward to eradicate the need of SS7 and providing all the way IP routing to the phones, meaning your phone will have a native IP address instead of a SS7 ID.
