Can any kind soul advise which bank is better for foreign currency fixed deposit, in terms of rates and maturity withdrawal costs? Thanks.

Don't do foreign-currency fixed deposits unless you have an actual need for the foreign currency.

If you want to gamble on foreign-exchange markets, open an account with the dodgy FX broker of your choice.
