Foreign workers living in HDB

Have a question: is it possible to complain to HDB if your neighbhours HDB flats are suspected of being foreign worker dorms/AirBnB? My parents' neighbours change every other week, and they have a habit of dumping rubbish at the lift lobby area. Would HDB take action if we were to complain?

Any responses would be appreciated! :)

Definitely can complain to HDB and I believe they will send someone to investigate
