FPS keeps fluctuating

My fps in games like Apex Legends, Forza Horizon 4 and Doom Eternal keep fluctuating. Without setting an fps cap, it goes to a max of around 90 or 70 fps then few seconds will go down to a max of around 30 to 20 fps. My gpu usage according to Forza maxes out during the fps dips and when it goes down my fps goes up again. Valorant doesn't have this issue so I was wondering if it was because they were all stored on an external hard drive. I'm using a 2018 Razer Blade 15 with a i7-8750H @2.20GHz that's underclocked with Throttlestop by -135.7 mV and a 1070 Max-Q.

Yup, it's a bad idea to install game to external hdd Games write/read data from stroage from time to time. Loading speed of external storage is much slower than internal drive. Get an internal ssd, it helps. And laptops are not as good as desktop for heavy gaming.
