Frozen screen

Initially saw this problem while running videos and suspected onboard video card problem. Check psi fan all working . Bought a graphic card and saw the same problem, reinstall windows and realize even reinstalltion freezes. Tried removing one stick of ram and see it too. Any idea what can be the problem?
