Not sure if this helps. I got my phone on launch day, reported smartwallet issue to starhub on 29 April 2013.
Stage 1. Spent next few days having their backoffice technician trying to reset passcode of smart wallet but did not help [smartwallet app alternated between 2 error messages(not exact words): 1) Contact starhub to reset passcode 2) Smartwallet not reading NFC SIM card]
Stage 2. Walked into Starhub cust service centre. Changed NFC SIM card multiple times, did not resolve issue. Cust service officer personal S4 smartwallet app worked fine. Declared that issue may lie with my own set of S4 since his works. Suggested for me to walk-in to Samsung
Stage 3. Walked into Samsung, sent in for checking.
**NFC functions worked fine as I successfully tested it with Samsung Tectiles** (validates that NFC antenna within battery is functioning fine, interface between NFC SIM while smartwallet app remains non-functional) Since smartwallet app worked fine for other S4 sets (cust service officer's set) Issue suspected to be with internal NFC chipset.** Samsung accepted my set to open and test the internal chipset.
Returned phone set to me few days later. Technician remarked hardware worked perfectly fine. However did not clarify if he used STARHUB SIM card to test the app. I slot in my NFC SIM card on-site to see if any improvement. SMARTWALLET APP miraculously worked. Samsung not sure why too.
Possible Solution: Factory reset of phone to solve issue (technician did factory reset of my S4, only possible reason to explain why Smartwallet app suddenly worked)
