Which is a better phone to get?

Considering that active is 20% cheaper than the normal s4 for mobile phone plans?

After using Xperia V (water resistant phone) for 7 months, the cover for the charging point became loose. I afraid the same may happen for the Active. Hence, better get the normal S4.
Btw, this is also the reason why I bought the S4 for my wife :)
