Gaming PC Build Recommendation and Thoughts

Planning to build a gaming pc need some expertise from expert here. Should i got with water cooling or a good air cooling will do. Which build should i go for? and any changes/swap will be good.

PC will be use for Gaming(Rainbow 6 seige, valorant, CSGO, borderlands, GTA),programming, some video edit and streaming.

Heavy chrome user(like to open alot of tab and extension).

Build 1:

Motherboard: Asus TUF Gaming X570-Plus ATX AM4
CPU: Rayzen 3900X
Memory: 32GB G.Skill Trident Z Neo 3600MHZ CL16 (16GB X 2)
GPU: Asus RTX 2070 SUper O8G Strix
Fan: be quiet Dark Rock 4
Storage 1: Crucial MX500 500GB M.2-2280 SSD
Storage 2: WD 2TB Blue
PSU: Corsair RM 750 80+ Gold
Case: Phanteks Eclipse P400A Digital ATX

Build 2:

Motherboard: Asus Strix B450-F Gaming
CPU: Rayzen 3800X
Memory: 32GB Corsair Vengeance LPX 3200MHZ CL16 (16GB X 2)
Water Cooling: Corsair H115i Pro RGB 280mm
GPU: Asus RTX 2070 SUper O8G Strix
Storage 1: Samsung EVO 970 Plus M.2 500gb SSD
Storage 2: Toshiba 2TB 7200RPM P300 Red
PSU: Seasonic Focus Plus Gold 850w [80 plus Gold]
Case: Phanteks Eclipse P400A Digital ATX

Go for the first one. The 3600 Mhz RAM helps.

For your m.2 and RAM, look on Newegg and Amazon.sg - you can save a lot.

Whats the budget involved here? Are these preset configuration your getting from somewhere? I would take your requirements and build up your own list targeting your goals.

For example:

1. if you want to have fast speed for the heavy duty software you may want to look at a 1TB NVMe drive.
2. If your not going to need anything PCIe 4.0 compliant and don't see yourself upgrading to the next gen Ryzen CPU's you can do with a decent B450 motherboard
3. If you do see yourself upgrading to the next gen Ryzen then go for the B550 motherboard and maybe down grade the CPU to a 3600 while you wait - if you must build now.
4. Do you have a current working PC? If so you may want to postpone the upgrade and go straight for Ryzen 4000 series when it launches. NVidia are also about to launch new GPU's so another reason to hold off,...

These are just a few questions that you need to answer while keeping budget in mind.

My budget is below 3.5K, these configuration were taken from build over at pcpartpicker.

Currently do not have a working PC hence i doubt i will be upgrading anytime soon or able to wait for the next Gen, as i"m currently using a laptop(which is having problem and brother is going to use it for school soon)

In case it isn't obvious, you can easily get a higher tiered Zotac/Palit GPU for the same price of some A-named brand with 2 year longer local warranty as a bonus.

GPU: Asus RTX 2070 SUper O8G Strix (Amazon SG $913)
Storage 1: WD Black SN750 1TB NVMe SSD (Amazon US $189-$210)
Storage 2: WD 2TB Blue
