Notes:
1) The MSI GTX 970 is chosen as the GTX 970 is capable of playing your games smoothly at max settings in 1080p. MSI is chosen over other cheaper alternatives as MSI's GPU cooler design is supposedly a very quiet design (along with Asus's).
GPU noise is determined mostly by the GPU cooler design and the fan curve used in the control of the fans. Any GPU cooler will be noisy if you set the fan to run at 100% speed at all times, but if you turn the fan speed too low, you will cause the card to overheat. Thus, the ideal silent GPU will be one with a passive cooler. However, since the TDP of the GTX 970 is too high for passive cooling, the main determinator of GPU noise is in the design of the GPU cooler instead. Some GPU reviews do take noise measurements of the GPU while it is running. However, results are very inconsistent across different reviewers as there is no standard method of measuring GPU noise levels. Hence, please take precise decibel measurements of GPU noise levels with a grain of salt.
2) The CM Silencio is chosen as the case comes with a preapplied foam layer that helps to absorb noise and reduce noise levels. Examples of casings that come with preapplied noise absorbing foam are the CM Silencio series, Aerocool's DS series, Fractal Design's R4 and Corsair's 550D.
3) The main sources of noise in a system are the CPU cooler, GPU cooler, PSU fans and case fans. Case fans usually come with a noise rating that determines how much noise they make at maximum speeds. You may also consider a aftermarket CPU passive heatsink with optional fan attachments if you think that the Intel stock cooler is too noisy.
Some PSUs will also come with a passive fan mode for silence or uses passive cooling, but I recommend that you do not get these PSUs as most PSUs are quiet enough as long as you do not load the PSU close to its rated wattage and cause the fan to spin at full blast in an attempt to cool the PSU.
