1) If NCM runs in Jalan Kayu SMC, it means PAP is confident he can win there despite the Allianz saga.
The PAP may think that the Allianz-NTUC Income issue has not caused widespread public outrage. It has been discussed in financial and business circles but has not become a major election issue .

2) If PAP fields him in a GRC, it could be seen as “shielding” him behind stronger candidates—It could indicate concerns about his ability to win solo which may not sit well with voters.

But really hope he will be challenged by WP. We still need more of the Oppo in the Parliament.

I see it this way.
It depends on how desperate the boss want him to return.
If he is in demand, then he will be running under someone's wings for sure.
If not, then he just have to battle it out to win his seat.
