The housing proposal psp puts up is a tad too drastic though. If they wants to push this through they need the transition plan that involves existing housing for sure
Should be simple, HDB will be the escrow and deduct land cost accordingly on a mark-to-market value. You need to go through HDB for the sale anyway

What happens to the home loan they take if properties price crash? Econs 101
crash is better than keep going up.

next generation also go bankrupt from paying for house.

they can always give vouchers to help existing homeowners with loans which they are best at .

it is an idea that can be further refined. for eg land cost is not included in the purchase price but when they sell then it is included and you have to return the extra profit. this way the crash wont be so much.
