Meta wise should save it for future Nod Krai characters. Especially 3 for Columbina. Not worth it on old characters. Powercreep too strong.


Generally lv95 = 5% dmg buff, lv100 = 10% dmg buff.
Reaction dmg: 95= 8% dmg, 100 = 16% dmg buff but reaction dmg usually not majority of full team dmg.
