Restart into Safe Mode with Networking Support, download Device Driver Uninstaller and a copy of the previous stable version of your display drivers. Run DDU to purge new drivers and reinstall previous stable version of your display drivers.

Is the CMOS reset jumper in the correct position?

Also, try reseating your RAM.

Your system got any beep sound or not? If not, can assume that you are stuck in a boot loop.

Try resitting all your wire connections. Check for any metal parts under the mobo.

If that fails, best to take out your parts and slowly troubleshoot.

If the system has no power, the CMOS jumper is in reset position. Shift the cover to cover the middle pin and the previously uncovered pin.

No uses,

1.Pc boot up monitor light blinks (fan spinning)
2.Reboot loop

now I realise when my in loops I switch off the power my pc boot up for 1 sec

Could it be the mob faulty

OK, disconnect everything from the mobo and remove all parts from the casing, leaving a barebones setup consisting of mobo+CPU+CPU cooler+PSU.

Do not insert any RAM, remove GPU as well. (Think should also remove mobo and put mobo on newspaper/wooden/plastic furniture, up to you.)

Keep the casing front panel connections to the mobo, you will need the switch. Try switching on the system and see if got any beep.

So, even with the barebones setup, you are still getting a reboot loop?
