Good specs rig, but low GPU utilization and FPS

Not often I open a thread but there are times when I found no solutions online and have to seek the guidance of the experts here to help me with an issue.

Recently built a rig for a friend with the following specs:
Intel Core i7-8700
Cryorig H7
MSI B360M Mortar Titanium
G.Skill Ripjaw V 2666MHz 2x8GB
Samsung 860 Evo 250GB
WD Blue 1TB 7200rpm
Seasonic S12-ii 620W
Galax GTX 1070 Ti EX Black
Fractal Design Meshify C Mini with 2x Noctua NF-A14
Prism+ X240 1080p 144Hz

He have encountered an issue with low GPU utilization for certain games which I can't seem to solve. Especially for Witcher 3 where his GPU only run at about 50%, 30-60+ fps fluctuating on 1080p Ultra settings.

- Monitored temps, looks good. Both cpu and gpu never exceed 70 deg.
- NVIDIA power management changed to Adaptive and Maximum performance for Witcher3.exe
- DDU and clean install the latest drivers. Solved issue for Fallout 4, but not on Witcher and Skyrim.

What I'm left with is reformat and I try not to do so as it's tedious to reinstall everything.

Any bros here got any idea what's up?

I've tried googling the issue. Many have V-sync on (not on for my case), cpu bottleneck (not possible for mine as well).

Is this the GPU issue where I need to RMA it?

Vsync is off but could be framerate settings somewhere that is limiting the fps? (In game or nvidia software)

Witcher 3 I've checked. Max fps is set to unlimited. I'm suspecting gpu faulty. Unigine heaven max 1080p only score 2500+.

Return that 1070Ti and get a real GPU like 1080 from Amazon Prime, cost about the same. Problem solved.

Nvidia la, disable just one SM, made it 19/20 of a 1080 and now it cause problems on the GPU. Haha.

Jokes aside, try pointing a fan directly at VRMs. If that solves the problem maybe vrm throttling

Cannot be VRM leh. On boot already like that. Gpu and mobo haven't even warm up. Straight boot to game already like this. Lol

You plug in your gpu and test out? If your gpu is okay, means gpu is bad lor.. Swap the parts around to id the issues

If go by your logic, then GTX1080 is also not a real GPU because it is missing 8 SM also. :vijayadmin:

His place and my place very far apart man :/ plus we working class ppl. Only can test at night. I can only do TeamViewer with his com, launch games and see. Currently trying to persuade him to bring to Corbell to test.

Don't see where is that settings. But on a 144hz screen, no matter the sync we cannot reach 144fps with ultra setting 1080p Witcher 3 using 1070 ti? Hmm...
possible its actually utilizing only iGPU? sometimes I get confused which is which really running until I've played games and those GPU make loud noise:p
1080p ultra setting Witcher 3 can get higher than 15fps confirm not Intel UHD Graphics lol

I would like to suggest testing it on Superposition benchmark application

  • Disable any Overlays - Superposition has it built-in
  • Disable all Overclocks
  • Exit all other GPU control software (even the LED ones if there is)
  • Use HWiNFO only to monitor the CPU/GPU

Try switching to High settings from Ultra. At 1080p though, you should be able to hit 100 fps.
