(1) Anything to particularly note before getting the phone? What is this "unlocked" thing that I see on some descriptions?

(2) Where is a good place to buy it that won't overcharge?

google store, courts and challenger. all phones bought in SG are unlocked, ie not tied to any specific telco network only.
