Have you finished updating your device and related google apps? A quick search on google, this is a known issue and there are ways to resolve it.

Could be a lingering issue, some said if they transfer from phone, the app icons will appear at the same places keeping to 5x5 grid placement.

If eSIM is a concern. Go for the normal 3 telcos.
