I 'm from end user enviroment and doing VA&PT, I didn't receive the invitation,how to participate bounty program? does the invitation only send to university student or IT company pen test team?

They normally publicise via local communities such as Div0, AISP, ISC2. You can sign up via one of those communities.

Being a pentester or hacker, you do not expect spoon feed.

It will start from the right communities and explore outwards. There are a couple of bounty hunter programs and hackaton events.
