Government websites increased security

I was helping my sis to renew her maid's work permit online last week. Previously it took about 10 mins to complete but this time it took several hours. On entering the MOM website & log in WP online using Singpass. There was a special message that new security measures are implemented & that all users must configure their browser based on the technical guidelines - more than 30 pages. I tried to follow the configuration as close as possible. After uploading the required documents & the payment transaction will follow. An error msg appeared & I couldn't carry on. Went back to the technical guidelines & then I realised that the guidelines were based on WinXP Pack 2 & my sis PC was Pack 3. No wonder the internet options were so different from the guidelines. So I uninstall Pack 3 & IE 8 & reinstall IE 8 again. Then I configure the internet options according to the guidelines. Log in WP online, upload the docs again & finished the payment transaction. These few processes took almost an hour to complete because I was redirected from place to place & each time have to wait - so very tedious. If this is the norm for all government websites then a lot of people will be inconvenienced.
