Okay I'll need the experts advise before I give up and get a gpu Waterblock.

On load I get 90+ degrees. I reapplied the paste 3 times. Once with the spread thinly method. Second the about pea size method and the last I just put one blob in the middle.

All temps are still high. Fans are clean and working fine. Anything else I can do? No over clicking down, in fact I underclock.

Load using which application? Furmark? Battlefield 3?

Your graphics cards specs said:
AMD Gigabyte/Asus 280X Crossfire + Twin frozr 6970
How much space is there between your graphics cards?

You can try to undervolt the GPU. It can significantly lower the GPU temperature (from personal experience).
