5900x + 4080
@ 3840x1600

Ultra-ish settings with DLSS Quality can do about 50-80 fps
Yeah. That resolution is another option. However, I need to get a bigger TV first, else it'll look small on my 65" 4K TV. Old liao. Lao hua (presbyopia). Full screen 4K still look more immersive than native 3840x1600 on my 65" TV. When this TV dies, I'll get either a 75" or 85" 4K TV ... then 3840x1600 will look big and immersive! At this 1600p resolution, I bet even the 4070 Ti can hit my target. 4K though, 4080 will be better.

4070 Ti with DLSS 3 will be fine with 60 to 100fps.

But do you really must play in 4K, play with a good 1440p monitor is good enought.
Wish I can use a monitor, then 1440p ultrawide will be beautiful and doesn't require ultra-expensive flagship GPUs ... but this retiree here got lao hua (presbyopia), so must sit at least 1.2 meters away from screen in order to focus. LOL. .... and quality big TVs no more FHD resolution anymore. 1440p TV don't have either. So, since I like 65+" TVs, 4K is the only way to go. Upscaling doesn't look nice. Tried upscaling 1080p and 1440p gameplay onto my TV, and doesn't look nice. I've seen the beauty of 4K, so don't want to go back to 1080p liao. 😅 4K is so beautiful on a big TV! 😍

Bro, I was asking only for the MINIMUM GPU that will meet my stated requirement la ... not which is the best card. 😅 If a 4070 Ti can give me what I need, then I don't need to spend so much for a 4090. I'm not rich.

Regarding the 11th gen i7, then I guess even the i5-13400F or i5-12400F will be good enough, coz all three have similar performance it seems:

Cyberpunk will be very cpu intensive and better with more multicore cpu, suggesting 8 P core and above

my experience with 5900x + 3080 playing this game at 4K will used 10core on average active core count from HWiNFO.

Also RayTrace will increase CPU load too.
Since you mentioned about 10 cores being used, do you know if the Intel E-cores will be used in gaming in conjunction with their P-cores? Or, say the 13900K, only 8 P-cores will be used in gaming, but not the E-cores (even though 5900X is able to use 10 cores).

I am not too familiar with 13th Gen Intel on this game.

the following video with 13900k + 4070ti on cyberpunk might help your analysis.

It will use a little bit of the ecores but not too much. If playing with RTX it cares more about the main pcore freq and ram to feed the RTX processing.
