Seems like polyclinic is coded as the same MCC as hospital and hence it is excluded. UOB included this in their T&C - Q2:

once top up pts will be in. they won't care what one do with the amount in wallet i.e withdrawal/spendings

I use Amex truecash and it still awards 1.5% for grabpay topup. Hence I m still using the cc instead of paynow

I don't think you can use grabpay card to pay road tax.
