Graphic card with PCS+ vs no PCS+ , is it really necessary to have that additional feature?

Also, i am playing at 1024x768 resolution , powercolor 7850 **1GB** GDDR5 should be enough rather than 2GB?

PCS+ is the version where Powercolor has fitted the card with a non reference cooler, and may be a slight speed bump. Anyway, at that resolution, not sure if the other hardware on your rig will bottleneck this card.
