Does a used R9 280X (preferably a sapphire toxic) around $200+ offer the best price to performance compared to buying new or other cards?

$200 is not really cheap. For $235 you could buy the new r9 280. Although the 280x is slightly faster. But not big jump. Just marginal.

But the point is you are getting more power for cheaper right?

Am actually facing the same situation.

R9 280X used at $250.
R9 280 brand new at $265 (lazada)

Not sure which to approach.

From the benchmarks I've read, it is surely better to go for a used 280X over a new 280 if you can get a good deal.

Found a used Gigabyte R9 280X at 230. (Warranty left 1yr 11months)

Brand new Sapphire R9 280 Dual X at $265 (after lazada 10%, warranty 2 years).

Which to hoot? 280x? Do advise gurus.

Wait for discounts for $250 purchase. Can get better pricing. But at this point, i would go for 280x.
