for the ram, 4gb should be fine for cs:go and dota 2, SLS selling $30 for a 4gb stick.can get 8gb ram stick for $58 at tradepac since more games need 8gb of ram.
the graphics card, r7 260x/360($199)/265($199)/r9 270($209) or gtx 750($175)/750 ti($219) with your budget, if you don't mind buying used, you should be able to find a hd 7950/7970/r9 280/280x or gtx 670/760/680 for around $150-$200. what is your psu and case?

Why need to change the RAM? With lifetime warranty right? Should RMA if faulty.

What graphics card you using currently?

$200 can only land you a R7-270 for the time being...

whats your case? cuz later u get new graphics card but case not enough space than u need spend extra $$$. your psu good enough for most graphics cards, no worries there. get 8gb of ram and an r9 270 turboduo from PCThemes, or get a used r9 280/280x/7970/7950 or gtx 670/680/760 at hardwarezone or vr-zone, its overkill for cs and dota but can be prepared for future games. jusr make sure your case supports it

It doesn't matter where your bro bought the RAM. As long as its distributor stock you can RMA if it comes with lifetime warranty.

You should top up slightly more for GTX 950...

try amazon alot of sale going on for GPU

Evga gtx960 2gb is on sales

your suggestions are cheap-er but not practical for him
his gfx card already uplorry. :s22:

need to wait up to 3 weeks to receive x.x

on side note

i agree with moneyface .. theres no reason for changing rams.. if you already have 8gb and you're pretty much set..
just put the money in getting new graphics
