First, discretionary turns have been around since the beginning. It is only as of late that many incidents happen due to drivers being, well, bad drivers (impatient).

If people refuse to take safety into their own hands, why should the law and infrastructure be redesigned to cater for such idiots?

Next, don't call this an "accident" - because an "accident" implies lack of intention. If the motorist deliberately wants to make the turn due to disregard of own safety and/or impatience, it is DELIBERATE.

When a traffic collision happens as a result of a deliberate action, you cannot call it an accident.
