Depends on your budget.

Skylake atm only offers high end boards + only unlocked chips atm. So question is do you really need an unlocked chip for overclocking? And do you need a normal gaming rig?

Cause there is a huge gap in price if you choose to go for b85 boards + haswell i5-4460 can cost around $350-430 range.

If you go for skylake you are paying around $550 minimum all the way to $730 range with an i5.

Not forgetting you will need to pay more for ddr4 rams.

Not intending to OC. My bro will be using it to game and we will get a r9 390 8gb to go with the processor and mb.

This system is a new one as his laptop has died.

Currently i already have psu, casing, and ssd for it. RAM wise most likely pulling out one stick from my own rig as i do not use that much RAM.

I am open for the new processor and ddr4 ram if worth the money.

When will the locked chips be out for skylake?

You have to wait for locked skylake to come out. When? No idea. If not, just get Haswell, there is little difference between skylake and haswell.

Start of September. Which is also when the 110 boards will reach.

see your budget and needs. do you need the additional pci lanes, do video/photo editing, streaming while gaming etc to justify the additonal cost of skylake. overclocking the cpu wont magically give you additional frames if games are gpu bound

Pass your Ivy Bridge to him, and wait and choose to jump into Haswell or Skylake below. :D

Currently i not sure if need more pci-e lanes so i suppose i dont. My bro mainly use it to game. I may occasionally use it for photo editing.
