Get an Asetek-OEM (Antec, Thermaltake, the lot...) water cooling unit and can forget worrying about Corsair's software issues

Get a slightly higher ram speed. Go for 2133mhz ram @ $125 Gskills.
You will need a good water cooled. Try find the cooler master seidon 120xl.

That cooler won't do any good nor suffice any cooling options.

You want keep below $900 is not gonna bring you any oc with a good cooler.

The cheapest board combo out there is the

Z87-g41 PC mate + i5-4670k ~ $423

You can't use that zalman cooler. Its as good as a Intel stock. You probably need something like the coolermaster seidon 120m ~ $109

Cheapest 7850 would be the MSI or powercolor at $243 and $233 respectively.

Cheapest case and PSU bundle is coolermaster 311 + hexa 500w ~ $105

And for ram if you wanna get something like 1866mhz is at $100 2133mhz at $125.

Total $970 if you select everything the cheapest.

If you want slightly cheaper, can get MSI Z87M-G43... its mATX board... cheaper than its full size counterpart, and since both cant do SLI, might as well get the mATX ver..
