HDD power cycles and head flying hours

Hi all,

I'm curious about these questions and Google hasn't turned up much; in traditional hard drives, does a restart/force reset cause a +1 power cycle or does it just continue spinning and it's the "software" that is being off and on again?

Similarly, I noticed there's an attribute "head flying hours", which I assume means the time the head is spent on the platter. Out of 100 power on hours so far only 28 are "head flying". What determines whether or not the head is parked, as I understand it's preferable to have the head constantly floating on the platter?

Advanced power settings are set to never turn off HD power.
