Should I Buy from tradepac or PC themes? I dunno how to fix. Budget about 1.1 ~ 1.2k

Asus H97M-Plus or B85-PRO GAMER?, or ASROCK? with I5-4460
Samsung 250GB 850 EVO SSD $135 or Zotac?
GSkill RIPJAWSX 2133MHZ CL9 (4GBx2) $112 or 1600 MHZ $86?
Asus R9 380 WF 4GB DDR5 $388.or Sapphire? What is WF?
Corsair CS650M, RM650 or FSP Hydra C650 80+.? Or?

Do I need CPU cooler? Can fix in this casing? Sharkoon MS120

Exisiting/reused: Hitachi 1TB HHD, Samsung CDDVDW SH-224BB, Dell U2715H, OS window 7,can my existing casing be use? Sharkoon MS120

Gameplay: CSGO, DOTA2, Maybe better games next time.

WF is windforce. Just the branding name.
Why not go for skylake? RAMs and PSU(EVGA)can consider amazon.
RAMs just get 1600mhz IMO, u can't feel the difference with 2133
SSD Can get from lazada. If u dunno how to diy then go PC themes and get all from there
And I suggest u go for ASUS GPU, I had bad experiences with sapphire..
Or tahan abit wait for next gen gpu, hearsay June coming

PC Theme more beginner friendly. If you using sharkoon MS120, it is MATX case. Meaning you can only fit MATX or smaller motherboard.

Can try this build:
Mobo+CPU: Asrock H81M-HDS+i5 4460 (330)
RAM: Kingston valueram 8gb 1600mhz (53)
GPU: Zotac GTX 970 (*419)
PSU: Superflower Leadex 90+ Silver (*92.90)
SSD: Zotac SSD 240gb (*109)

Total: 1003.90
*Buy from Lazada, use discount coupons for further reduction
The rest get from PC themes. No need CPU cooler if you are not overclocking. Just use the stock one.
Reuse HDD, Casing, DVDW
Not sure if your OS can reuse.

Its ATX. Can fit MATX motherboard in your Rex3 also. No problem.

I propose the gtx 970 because it is quite a steal at 419 now. It will also perform better than the 380. However, if you really want a 380, the powercolor 380 4gb is at 339.

But check GPU clearance. Your case can only accommodate maximum 29cm long graphic card.

and u dun need to reapply cos intel stock fan already have thermal paste applied, unless u talking about K series, den u will need to buy a cpu fan as well as a thermal paste, otherwise, there is no need

480GB is slightly cheaper (per GB) and better on the long run when you fill it up with more games installations.

Gold one is not worth the topup. It takes more than 10 years to recoup the differences.
