[Help] Cannot power on after shutdown

New rig.
i5-4690k + MSI Z97 Gaming 7
G.Skill RIPJAWSX 1600 Mhz CL 9 (8Gb x 2)
Crucial 250gb
WD 768GB Blue
MSI GTX970 4GB TWIN FROZR
Fractal Design Arc Midi R2
Seasonic X850


Been using it for a month+, everything ok.
Now I'm having problem powering it on.
Need to press power on multiple times to get it to start up.
Nothing happens, I do heard psu has a faint buzzing sound but no fan was spinning

The onboard power button was on.

There's a blinking blue led on the mainboard below my gfx slot, manual calls it "MSI Led" when I press and hold my power button for more than 3 seconds. What does it do? I couldn't find more information from the manual.

Once booted up, I noticed bios gets reset but can boot into windows normally.
can do soft reset but once I shutdown and power up again. same problem.

Any idea which component i should tackle first?

I had that faint buzzing stuff afew times and cannot turn on, adjusted the wires in the computer and it is gone.

If it fails, do a paperclip test.
If paperclip pass -> psu okay -> something is shorting circuiting.

Agreed, Seasonic PSU is known for unable to power up.
