I think should go for option 2.

Ryzen 3600 is 6 core CPU. it's quite the common build for current times.
i3 10100f is only 4 core CPU.

performing the same in what kind of workload? if gaming, the 10100 is okay-ish, given that at 1080p the 3600 is 15% faster but the rig costs 30% more, and that lead diminishes at higher resolutions, which is probably the intention with the 2060. however, if looking to do any kind of productivity, the 2nd build with the 3600 will stomp.

To me, the main difference between the options are the upgrade paths.
With option 2, you can upgrade to a second hand 5000 series cpu in the future, and the psu should be able to support a second hand rtx 3070.

Option 1, think you can’t do s**t with it haha..
