Can anyone help me dolved it. i try to sign up for direct carrier billing. error came out and say direct carrier billing had been disable for this no.

Not that. You are referring Google play store billing? Or any other kind of services?
Google play store billing. like you buy apps/games or in app purchase it add up to your bill if singtel/m1/starhub
