Anyone could recommend me a build.
Budget set at 1K, need Wifi adapter as well. Kb/mouse/monitor/speaker and os not needed.

Max easily on Full HD.

The setup is more than enough unless you want to change to GTX 970.

For your usage, not much difference. A Gtx 950 is robust. 970 won't warrant much gain for low graphic intensity games..

GTX 970 allows you in future to move on to more demanding games. I would recommend 970 but if you are only playing L4D2 then 950 is more than enough.

If he wants to play latest games then just switch to GTX 970. Even at lower specs it is not fun at all.
